ON top of the expression of hatred criminal charge which Lumezi Member of Parliament Munir Zulu is facing, the lawmaker has now been slapped with three libel charges for accusing two ministers of having received a US$250,000 bribe.
The 35-year-old parliamentarian is accused of defaming Minister of Finance and National Planning Situmbeko Musokotwane, Infrastructure, Housing and Urban Development Minister Charles Milupi and Road Development Agency (RDA) board chairperson Mulchanda Kuntawala.
It is alleged that on March 21, 2023, Mr Zulu, with intent to defame, unlawfully published defamatory matter against Dr Musokotwane through a press conference at which he claimed that Dr Musokotwane corruptly received money amounting to US$250, 000, through bank transfer from unknown company.
In the second count, allegations are that on the same date, Mr Zulu, with intent to defame, the accused unlawfully published defamatory matter against Mr Milupi through a press conference by alleging that the government official corruptly received US$250, 000, through bank transfer from unknown company.
In the last count, Mr Zulu alleged that Mr Kuntwala corruptly sent US$150,000 to Mr Milupi, two days before his [Kuntwala] appointment.
The case came up today but the accused was not before Lusaka chief resident magistrate Davies Chibwili for plea.
The case was adjourned to a later date.
Barely a week ago, Mr Zulu appeared before the Lusaka Magistrates’ Court and pleaded not guilty to a charge of expressing or showing hatred, ridicule or contempt for persons because of race.
Zulu is facing one count of expressing or showing hatred, ridicule or contempt for persons because of race Contrary to Section 70(1) of the Penal Code Chapter 87 of the Laws of Zambia.
It is alleged that Zulu on March 28, 2023, in Lusaka, did utter words to the effect that, “I am a villager from Lumezi, but I can tell you that villagers from Lumezi are more intelligent than villagers from Bweengwa” which expression shows hatred, ridicule or contempt.
