ECZ: 2021 general elections will be held on August 12

THE Electoral Commission of Zambia (ECZ) has announced its plans to start voter registration, and demarcating boundaries for constituencies, wards and polling districts among others.

ECZ Spokesperson Margaret Chimanse says this is in readiness for the 2021 general elections.

Chimanse said the Commission will be bound by the Zambia Public Procurement Amendment Act when procuring materials required for conducting a credible electoral process.

“There are various processes within a five (5) year electoral cycle that are integral prior to the day of voting. These processes include delimitation (the demarcating of boundaries for constituencies, wards and polling districts in order for voters to have better accessibility of polling stations), voter registration, candidate nomination, accreditation of observers, election day, results tabulation, post-election review processes to learn and improve the process for subsequent (by) elections, amongst others,” Chimanse said.

She stated that demarcation of boundaries will commence this year while online voter registration platform will be done in 2020.

And the commission has announced that the 2021 general elections will be held on August 12.

Chimanse said the international competitive bidding will be adhered to and the Commission will not have any preferred bidder in view of following the stipulated law.

She said both local and foreign bidders qualify to compete in an international competitive bidding process.

ZAMBIA’S Ambassador to Ethiopia and Permanent Representative to the African Union, His Excellency Mr. Emmanuel Mwamba is in Phoenix, Arizona in the USA.

He is among Ambassadors drawn from the United Nations in New York and Geneva, as delegates to a high-level policy Conference on family matters.

Mr. Mwamba was received by the President Pro Tempore and State Senator of Arizona State, His Excellency Eddie Farnsworth, his spouse Jane.

The high level Conference is organized by Family Watch International.

Kakoma Kanganja warns people against arming themselves ahead of the forthcoming by-elections

INSPECTOR General of Police Kakoma Kanganja has warned people against arming themselves with guns and other offensive weapons ahead of the forthcoming by-elections.

In a statement, Kanganja said the police Will also conduct random searches on persons and vehicles for offensive weapons during the Chilubi parliamentary by-elections campaigns as well as other ward by elections in Nachikungu, Kakwacha, and Kaande wards in Southern and Western Provinces.

He said the Zambia Police Service is ready to police the elections and has done all the necessary preparations to ensure that peaceful elections.

“As Zambia Police service, we shall be firm on the ground and shall not tolerate any disorderly conduct before, during and after the elections. My appeal therefore is for all leaders of all political parties taking part in the elections to advise their supporters to conduct their political activities in a peaceful manner,” Kanganja said.

He said enough police officers will be deployed to provide security and ensure that law and order prevails.

Africa must be given two seats and power of veto in the UN Security Council

MINISTER of Foreign Affairs, Hon. Joseph Malanji has called on Africa to ensure that the demand for two permanent seats, with power of veto, was given to Africa in the United Nations Security Council during the on-going UN reforms.

Speaking on behalf of Minister of Foreign Affairs, Hon. Joseph Malanji in Senegal during a Ministerial Meeting of the Committee of Ten, Zambia’s Ambassador to Ethiopia, His Excellency Mr. Emmanuel Mwamba said it was imperative the UN security council as the pioneer of governance systems, reflected the needs and interests of both developing and developed countries in an rational and non-selective manner.

Ambassador Mwamba said Zambia supported the AU position on the need for Africa to have representation on the UN Security Council and further called on the C10 to continue to hold consultations with Member states and interest groups in an effort to achieve a comprehensive reform of the Council.

The Ministerial meeting of the Committee of ten which has since came to an end reiterated the importance for African countries to stay united on the reform of the United Nations Security Council, and speak with one voice to support the African union position, which calls for the allocation of two seats in the permanent category with its prerogative and privileges including the right to Veto, and two additional seats in the non-permanent category on the Security council.

The meeting further recommended that African countries must include the Common African position on the reform of the UN Security Council in their respective Foreign Policy priorities.

Zambia is amongst other African Countries under the African Union Committee of 10 {C-10} that have reaffirmed their cooperation and commitment towards the reform of the United Nations Security Council.

The C10 is a committee set up by the AU with mandate to canvass the African position on the United Nations Security council-UNSC- reform with a demand for Africa to be given two permanent seats in the United Nations Security Council and three other non permanent seats.
